Pattaya is not simply seeking a UNESCO designation. It is building the institutional infrastructure to deserve one.
The BESK Youth Filmmaking Academy — operating in strategic partnership with RD Global Connect — is Pattaya's committed private-sector contribution to the UNESCO Creative City of Film 2027 candidacy. The programme provides young filmmakers and students with access to professional RED 8K cinema production workflows, directing fundamentals, and international co-production experience.
The centrepiece initiative — Small Directors, Big Visions — facilitates a cultural exchange programme that brings Pattaya's emerging filmmakers to Dubai, UAE, to document one of the world's most ambitious urban narratives. The resulting documentary becomes a co-production owned by both cities and distributed internationally.
For UNESCO's evaluation committee, this programme answers the defining question of every Creative City candidacy: not what you have filmed, but what you are enabling others to create.
